Entity Strip/Insert is a Java package of two utilities that can convert, insert or extract HTML, XHTML and XML entities like _quot and _amp from code files. The package understands HTML 4 entitles also, so it's able to handle decimal and hexadecimal entities and easily convert them to newer languages like XHTML and XML. The real benefit to the programmer is that they do not need to pull out the programming text books to check the entities list to see how to convert entities across. There is a specific way to perform the conversions within the Java command line interface which is explained in the documentation. Nothing that programmers will have any problem understanding.
