Asvaco`s Computer Assessment Tool (ACAT) Selected to Protect Infrastructure in Contra Costa County

Asvaco`s All Hazards Assessment Tool selected to protect Contra Costa County. July 6, 2005 -- Asvaco`s Computer Assessment Tool (ACAT) will be the tool used to analyse and protect infrastructure in Contra Costa County. The ACAT allows first responders to prepare, train, plan, analyze, and mitigate real time incidents. The ACAT allows emergency personnel to be ready for all hazard preparedeness, as stated in the Nation Response Plan.
Asvaco will demonstrate its ACAT at the ESRI International User Convention in San Diego from July 25 - 29, 2005, at the San Diego Convention Center.
Having a tool that is versatile, interoperable, and geocentric, has put Asvaco at the forefront of vulnerability analysis software. It is the most comprehensive computer assessment tool that addresses the issues of the National Response Plan. Asvaco has many modules already constructed that allows entities across the Nation to assess their current level of security and plan for events. Old plans can be loaded onto the CAT, making them virtual intelligent reports, that can be used to collaborate peer to peer and share data in a virtual-secured workspace environment. An incident commander can manage a scene from a virtual operations center as well as a virtual incident command post. Control and mitigation while enroute to an incident can be achieved.
The CAT also has a virtual investigation tool for law enforcement, that is being utilized by the Los Angeles Police Department. Another benefit is the CAT`s ability to perform critical site assessments in half the time and with more information than can be collected or distributed by other means.
"The National Response Plan (NRP) establishes a comprehensive all-hazards approach to enhance the ability of the United States to manage domestic incidents. The NRP incorporates best practices and procedures from incident management disciplines--homeland security, emergency management, law enforcement, firefighting, public works, public health, responder and recovery worker health and safety, emergency medical services, and the private sector--and integrates them into a unified structure". These best practices are loaded onto the ACAT and used for situation simulation, training, near real-time incident management, and virtual investigations. "The NRP forms the basis of how the federal government coordinates with state, local, and tribal governments and the private sector during incidents.
The ACAT saves lives and protect the health and safety of the public, responders, and recovery workers; The ACAT ensures security of the nation; it can prevent an imminent incident, including acts of terrorism, from occurring; The ACAT assists to protect and restore critical infrastructure and key resources; conducts law enforcement investigations to resolve the incident, apprehend the perpetrators, and collect and preserve evidence for prosecution and/or attribution; protects property and mitigate damages and impacts to individuals, communities, and the environment; and facilitates recovery of individuals, families, businesses, governments, and the environment. The ACAT allows first responders to put best practices into actions.
